मोदी सरकार बन गई। जमीन-आसमान, सर्वत्र जिसका भारी शोर था, अब वह प्रत्यक्ष आ धमकी। लोग फटी आंखों देख रहे हैं – आगे क्या ?
आम चुनाव आम लोगों की कठोर और अन्यथा उबाऊ जिंदगी में अनेकों के लिये मनोरंजन की एक शरण-स्थली थी। मोदी-मोदी की रट से सब जैसे एक प्रकार की नीम बेहोशी की दशा में चले गये थे। जिसे घट में आना कहते हैं – एक अंधी धुन सी सवार होगयी थी। भारत के धर्म-प्राण लोगों का ऐसा आनंदातिरेक जैसे वे अपने ईश्वर से एकीकृत होगये हो! कौन नहीं जानता कि मोदी भगवान नहीं है। लेकिन भारत के मीडिया ने एक ऐसा तिलिस्म रचा कि वे भगवान से कम नहीं रहे। बिल्कुल आक्षरिक अर्थ में, हर-हर महादेव को हर-हर मोदी से स्थानापन्न किया गया।
आज सचमुच लोग हतबम्ब है। उन्होंने तो भगवान की प्रार्थना की थी – आश्वस्ति के एक अक्षय स्रोत की, जीवन के सभी सपनों की पूर्ति के अकूत खजाने की। लेकिन 16 मई ने उन सबके होश फाख्ता कर दिये। चाहा था भगवान, लेकिन पाया इंसान को! किसी ‘भगवान रजनीश’ की तरह का मायावी संसार का हाड़-मांस का पुतला। जिस प्रतिमा में विलीन होकर जो लोग उन्माद में झूम रहे थे, अचानक ही वह प्रतिमा उनसे अलग जीवित मनुष्य में बदल कर हजार पहरों से घिरे प्रधानमंत्री कक्ष में धस गयी, योजनों दूर चली गयी ! जो लोग लगभग आठ महीनों से आटे-दाल का भाव भूल कर इस नये अवतार के आगमन की गुहारों में खोये हुए थे, अब अचानक उन्हें फिर अपनी घर-गृहस्थी की ओर देखना होगा। एक खासे तबके को कुंठित करने के लिये इतना ही काफी है। मनुष्यों के भावलोक में कल्पित ईश्वरीय शक्तियों से संपन्न किसी वीर नायक के अवसान का यह भी एक अनोखा विडंबनापूर्ण दृश्य है !
आज यह सच है कि प्रधानमंत्री मोदी और उनके मंत्रिमंडल को लेकर आम लोगों में जरा भी दिलचस्पी नहीं है। खोज करने पर पता चलेगा कि भारत का न्यूज मीडिया संभवत: अभी अपने न्यूनतम टीआरपी पर चल रहा होगा। न मोदी-शरीफ मिलन के प्रति लोगों में कोई उत्साह हैं, और न ही नये शिक्षामंत्री के झूठे शपथ पत्रों को लेकर। जो पहले था, वही आज और आगे भी होगा – इस बारे में लोगों को जरा भी संदेह नहीं है। रविश कुमार ने बिल्कुल सही, बदलाव के इस ‘ऐतिहासिक क्षण’ में ‘सड़क सुरक्षा’ को ‘प्राइम टाइम’ का विषय बनाया है। अर्नब वगैरह संभवत: आठ महीने की गला-फाड़ू मेहनत के बाद अपने मेहनताना के भोग के लिये छुट्टियों पर चले गये हैं।
लेकिन, विगत चुनाव प्रचार अभियान के दौरान, सचमुच जो कटु सचाई सबसे प्रकट रूप में सामने आई, वह है मीडिया का पूरी तरह बिकाऊ, फिर भी महा-प्रतापी रूप। पता चला कि शुद्ध प्रचार के बल पर कैसे एक पूरी जाति को लगभग मूच्र्छना की दशा में डाला जा सकता है। नोम चोमस्की अमेरिका के अनुभवों के बल पर सालों से जिस ‘उत्पादित जनमत’ की चर्चा करते रहे हैं, इसबार हम भारतवासियों ने उसे बिल्कुल नग्न रूप में प्रत्यक्ष किया।
मोदी ने कोई वैकल्पिक नीतियां नहीं दी थी। चुनाव में नीतियों के सवाल पर कोई बहस भी नहीं हुई। कांग्रेस शैतान है और मोदी भगवान, सिर्फ इसी तर्ज पर पूरा प्रचार चला। और यही वजह है कि जब भगवान उसी शैतान के प्रतिरूप, इंसान की शक्ल में आता दिखाई दे रहा है तो सारा देश चुप और सन्न है। अब शायद ही कोई यह कल्पना कर रहा होगा कि कुछ नया घटित होने वाला है।
वही पुराने, एनडीए के काल के बदनाम चेहरे और वही, 1991 से चली आरही मनमोहन सिंह की नीतियों की धारावाहिकता। फर्क सिर्फ यह है कि संसद में इस बार 58 प्रतिशत सांसद नये आए हैं और इन नयों विपुल धन-संपत्ति ने सांसदों की औसत संपदा को पहले से 158 प्रतिशत अधिक कर दिया है। और जारी है, वही पुरानी झूठी बातें -‘यह सरकार देश के गरीबों को समर्पित सरकार है!’
प्रशासनिक रवैये में भी ज्यादा फर्क नहीं है। सत्ता में आने के साथ ही अध्यादेश के जरिये काम शुरू किया गया है, संदेहों के घेरे में पड़े अधिकारियों की पुनर्बहाली भी शुरू हुई है। संभवत: सिर्फ एक फर्क है कि मोदी-केंद्रित प्रचार की अंत:सलिला के तौर पर आरएसएस का जो सांप्रदायिक ध्रुवीकरण का खेल चल रहा था, उन जख्मों का रिसाव भी अब धीरे-धीरे, कहीं-कहीं दिखाई देने लगा है। पुणे में मोहसिन शेख को अकारण ही पीट-पीट कर मारा गया, तो धारा 370 के मुद्दे को भी हवा दी जाने लगी है।
दोनों सदनों के संयुक्त अधिवेशन में राष्ट्रपति के संबोधन में एक भी ऐसा नुक्ता नहीं था, जिसके आधार पर पहले की कांग्रेस सरकार और अभी की मोदी सरकार के बीच जरा सा भी फर्क किया जा सके। और तो और, दिखावे के लिये ही क्यों न हो, अल्पसंख्यकों के अधिकारों की बात को भी इसमें दोहराया गया है, जिसे पहले भाजपा के लोग तुष्टीकरण कह कर कोसते हुए थकते नहीं थे।
बहरहाल, इस पृष्ठभूमि में, यह सवाल भी बचा रह जाता है कि आगे आरएसएस की क्या भूमिका होगी ?
आरएसएस ने हिटलर से प्रेरित होकर ‘हिंदू ही राष्ट्र है’, ‘हिंदुओं के सैन्यीकरण’, ‘मूलगामी विभेद वाली जातियों और संस्कृतियों के समूल नाश’ और उत्तर में काबुल, गांधार अर्थात अफगानिस्तान, पूरब में इरावडी अर्थात म्यामांर तथा दक्षिण में श्रीलंका तक फैले प्राचीन अखंड भारत को फिर से प्राप्त करने के जिन लक्ष्यों को सामने रख कर अपना पूरा ताना-बाना बुना था, क्या आगे इन लक्ष्यों पर अमल के नये कार्यक्रम बनाये जायेंगे ? अथवा, यह मान लिया जाएं कि मोदी के सत्ता में आने के साथ ही अब आरएसएस की कोई खास भूमिका शेष नहीं रह गयी है। जैसे पिछली एनडीए सरकार के वक्त आरएसएस के शीर्ष स्तर के लोग भी सत्ता के लोभों में डूबते हुए दिखाई दे रहे थे, आगे आरएसएस के नाम पर फिर कुछ-कुछ वैसे ही नजारें देखने को मिलेंगे, और कुछ नहीं।
दरअसल, अभी भाजपा और एनडीए को सिर्फ एक तिहाई मतदाताओं का समर्थन मिला है। बाकी दो-तिहाई मतदाताओं का विशाल तबका बाकी है, जिसके बीच भाजपा को अपनी पैठ बनानी है। यह संभव है कि आरएसएस के सिपाहियों को इस काम में लगाया जायेगा। लेकिन संघ के लोगों की ऐसी नियुक्तियों में ही सांप्रदायिक तनाव, हिंसा और अस्थिरता के वे सभी बीज छिपे हुए हैं, जो मोदी सरकार के लिये अच्छी-खासी परेशानी का सबब भी बन सकते हैं। और यही वह बिंदु है जिसमें आने वाले दिनों के उन सारे अन्तर्विरोधों के बीज छिपे हुए हैं जो आरएसएस को या तो शुद्ध रूप में सरकारी नेतृत्व के गुर्गों की स्थिति में ले जायेगा या फिर उसके बने रहने के औचित्य पर ही सवाल पैदा करेगा।
वाजपेयी के नेतृत्व की एनडीए सरकार के काल में कुछ-कुछ ऐसी ही स्थिति सामने आई थी। राममंदिर बनाने की आस लगाये बैठे उन्मादी तत्व अदालत की प्रक्रिया से हताश थे, संघ परिवार में वाजपेयी-आडवाणी की वरिष्ठता ने नागपुर मुख्यालय को कोरे बूढ़े और निराश लोगों के आश्रम में तब्दील कर दिया था। और तो और, जो लोग भारत की मुसलमान बस्तियों को लघु-पाकिस्तान मान कर बूंदी के किले की तरह उनपर फतह के खेल खेला करते थे, वह पाकिस्तान भी संघ परिवार वालों के लिये खुली नफरत का पात्र नहीं रह गया था। आडवाणीजी सरीखे कट्टरवादी माने जाने वाले नेता ने जिन्ना की तारीफ के पुल बांधने शुरू कर दिये, तो उस सरकार के विदेश मंत्री जसवंत सिंह ने बाद में जिन्ना की प्रशंसा में पूरी किताब ही लिख मारी। संघ परिवार को थोड़ी सी उम्मीद जगी थी, गुजरात की प्रयोगशाला में किये गये सन् 2002 के प्रयोग से। लेकिन बाद में, उसे भी ज्यादा दूर तक खींचना संभव नहीं रहा।
उल्टे, जिन नेताओं और अधिकारियों ने गुजरात के उस जघन्य प्रयोग में सबसे अधिक खुल कर हिस्सा लिया, वे एक-एक कर जेलों में ठूसे जाने लगे। आज तक वे सभी फौजदारी मुकदमों में फंसे हुए हैं। अनेकों को सजाएं भी हो चुकी हैं। गुजरात में भाजपा और विहिप के कई बड़े नेता और पुलिस अधिकारी भी उम्र कैद की सजा भुगत रहे हैं। बड़ी मुश्किल से, न जाने कितने कारनामें करके नरेन्द्र मोदी ने खुद को उस चक्र से बाहर निकाला है। उस जनसंहार को लेकर चार हजार से ज्यादा मुकदमें दर्ज हुए जिनमें से दो हजार मुकदमें सबूत के अभाव की बिनाह पर बंद कर दिये गये थे। बाद में सुप्रीम कोर्ट ने उनमें से 1600 मुकदमों को फिर से जांच करने लायक पाया और लगभग साढ़े छ: सौ लोगों को गिरफ्तार किया गया। आज भी उस जनसंहार पर 60 से अधिक राष्ट्रीय और अन्तरराष्ट्रीय संस्थाओं और संगठनों द्वारा जांच का काम चल रहा है।
परिस्थितियों की इस पृष्ठभूमि में अब आरएसएस की स्वतंत्र भूमिका का दायरा बहुत सीमित सा दिखाई देता है। जो आरएसएस एक समय में स्वदेशी की बातें किया करता था, अब नरेन्द्र मोदी के रवैये को भांप कर ही उसके प्रवक्ता राममाधव ने साफ कर दिया है कि ‘‘संघ आर्थिक मामलों में संरक्षणवादी नहीं है।’’ मोदी के इशारों को समझना और उसके अनुसार अपनी रंगत बदलना अब शायद संघ परिवार की मजबूरी है। नरेन्द्र मोदी वाजपेयी या आडवाणी नहीं है जिनकी दबी-छिपी आलोचना करके भी संघ वाले अपनी कानाफूसी वाली ‘राजनीतिक गतिविधियों’ को जारी रख सकते थे, उन्हें किसी राज-रोष का भय नहीं सताता था। मोदी ऐसी कानाफूसियों को उजागर करके ही तो आगे संघ सहित अपनी पार्टी पर खुद के वर्चस्व की राजनीतिक गोटियां खेलेंगे। गुजरात में उन्होंने यही कर दिखाया है जो वहां के संघी नेताओं के न निगलते बनता है, न उगलते।
कुल मिला कर, आने वाला समय भारत में मीडिया माफिया का समय होगा। मीडिया के जरिये कॉरपोरेट जगत की खुली तानाशाही का समय होगा। अमेरिका में लगभग बीस साल पहले ही यह स्थिति खुल कर सामने आगयी थी। वहां के 80 फीसदी मीडिया पर कॉरपोरेट का कब्जा होगया था। तभी से वही तय करने लगा है कि कौन सी खबर लोग देखें और कौन सी न देखें। कौन सी फिल्म, किताब और टेलिविजन कार्यक्रम को जनता के बीच चलाया जाएं और किसे हमेशा के लिये दफ्न कर दिया जाएं। तभी से वहां मीडिया पर इजारेदारी-विरोधी (एंटी-ट्रस्ट) कानून लागू करने की बात भी उठने लगी थी। वहां जब ‘70 के दशक के शुरू में छोटे-छोटे अखबारों को बड़े अखबारों ने खरीदना शुरू किया था, तब अमेरिकी सुप्रीम कोर्ट ने अपनी एक राय में कहा था कि प्रकाशन की स्वतंत्रता एक संवैधानिक अधिकार होने पर भी प्रकाशनों को खरीद कर उनकी आवाज को बंद कर देने की अनुमति नहीं दी जा सकती है। लेकिन उस समय भी वहां के कॉरपोरेट और धनबलियों ने अदालत के उस फैसले को उलट देने के लिये वहां के सिनेट को मजबूर किया था। उन्होंने तत्कालीन सरकार को सीधी धमकी दी थी कि यदि इस कानून को न बदला गया तो वे आगामी चुनाव में शासक दल की खाट खड़ी कर देंगे। आज वहां का सारा मीडिया, जनता के प्रति जिम्मेदारी से पूरी तरह विमुख, मूलत: अपने मालिकों के एजेंडे पर काम करता है। चुनावों के वक्त सारे दल उनकी सेवा के लिये हाजिर रहते है।
भारत के इस चुनाव में मीडिया की ऐसी ही ताकत का खुला परिचय मिला है और इसीलिये चुनाव खत्म होते न होते, भारत के इजारेदार घरानों ने मीडिया पर अपने प्रभुत्व के शिकंजे को और अधिक कसने का काम शुरू कर दिया है। ऐसे में किसी और की क्या औकात ! ‘स्वदेशी’-‘विदेशी’ – जो होगा, सब कॉरपोरेट के हित में होगा। कॉरपोरेट की तानाशाही का अर्थ है – गरीबी उन्मुलन का दंभ भरने वाले अन्तत: पूरी ताकत के साथ गरीब-उन्मुलन के दमन यज्ञ में जुटे हुए दिखाई देंगे। आगे की राजनीति इसी आधार पर तय होगी।
