इधर पिछले कुछ बरसों से देख रहा हूं कि एक-एक करके देश के व्यस्ततम लोग सेना के सिपाहियों के प्रति अति संवेदनशील होते जा रहे हैं. ये वो लोग हैं जिन्हें अपनी रुपहली दुनिया के अलावा और कुछ न भाता है और न ही समझ आता है. अगर वो समझने और समझाने की कोशिश करते हुए आपको किसी भी पर्दे या मंच या कार्यक्रम में मिल जाएं तो साफ समझ लीजिए कि एक्टिंग कर रहे हैं. यही उनका पेशा भी है. भला ग़लत क्या है. एक्टिंग की, भुगतान हुआ, वो अपने घर, कार्यक्रम आपके घर. कहानी क्लोज़. नेक्स्ट स्क्रिप्ट… पहले एडवांस, नो डेट्स, ऑल लॉक्ड, टॉक टू पीआरओ.
पर इधर, इसी बीच ऐसा पता नहीं क्या हुआ है कि सेना के जवान भाने लगे हैं. तभी तो ये लोग सेना के बंकरों, कैम्पों और सीमावर्ती डेरों पर आने लगे हैं. एक मशहूर टीवी चैनल है. जो ज़रा संजीदा किस्म से इंसानी हक़ो-हुकूम की बातों को परोसने का एक ख़ास पेशेवर अंदाज़ का या उसके होने की दावेदारी रखता है. इस चैनल ने बाकायदा एक मुहिम चलाकर सीमा के हीरो से सिने के हीरो को मिलाने का बीड़ा उठा लिया है. किसी मैट्रीमोनियल साइट की तरह ये तय तारीख और सूरत, सेट, कैमरे और कपड़ों में किसी चमकते-दमकते, डोले दिखाते या गले दिखाती, हंसती, इठलाती, लचककर हिंदी बोलती, बहककर ठुमके लगाती या फिर अपने ही किसी फ़िल्मी गाने को बेहद बुरे सुरों में गाते हुए किसी हीरो हीरोइन के साथ पहुंच जाते हैं सेना के किसी ठिकाने पर.
अब मसला यह है कि सेना के पास कोई काम तो है नहीं. युद्ध हो नहीं रहा. सिवाय दाढ़ी बनाने और हाजिरी लगाने के या फिर बूटों को पहनकर परेड ग्राउंड की कंक्रीट उखाड़ने और फिर उन्हीं बूटों की घिसाई-चमकाई में ही अधिकतर का दिन कट जाता है. आज सेना के पास गोलियों से ज़्यादा कागज़ हैं (ऐसा तब है जबकि गोलियों की तादाद हर साल बढ़ती ही जा रही है) और कागज़ हों तो बाकी कुछ करने की ज़रूरत ही नहीं रहती. अरे भई वक्त ही कहां बचता है. बहरहाल, मैं इसपर फिर कभी मोहम्मद हनीफ़ वाली हिमाकतें करूंगा. फिलहाल बात इन सितारों की.
तो तारे ज़मीन पर जब उतरते हैं, ऐसे चमकदार लगते हैं कि बस पूछिए मत. लगता है कि सबसे आगे बढ़कर हाथ चूम लूं. ऐसे में तारे किसी ऐसी जगह उतरें जहाँ एक खास किस्म की वर्दी में सर्दी को गर्मी और गर्मी को सर्दी समझकर कोई प्लाटून या कंपनी जमी हो तो कहने ही क्या हैं. महीनों से जिन जवान हाथों ने अपनी पत्नियों, प्रेमिकाओं को देखा तक न हो, इन सिने तारिकाओं की कोमल उंगलियों के स्पर्श मात्र के लिए विचलित हो उठते हैं. अनुशासन उखड़कर मैस में पुलाव बनाने लगता है और वर्दी में घंसा सार्जेंट किसी गाने पर ठुमके तराशने लगता है.
प्रीति जिंटा, आमिर ख़ान, सल्लू भाई, प्रियंका चोपड़ा, शाहरुख, ऋतिक रौशन, काजोल, रानी मुखर्जी… ऐसी नई पुरानी हस्तियों की एक पूरी जमात है. भई जिनके नाम छूट गए हैं वो बुरा न मानें. आप बेशक ये सवाल पूछ सकते हैं कि कमबख्त इस नाचीज़ को इस मसले पर सुई तागा करने की क्या आन पड़ी. अब हुआ यूं कि जब हाल ही में दीपिका पादुकोण भी कमांडो ट्रेनिंग करती दिखीं तो लगा कि भई बस, अपन ने भी एनसीसी की है. लिख दिया जाए. सो, आपसे मुखातिब हैं.
मसला दरअसल यूं है कि अन्ना के मंच पर बहकते-महकते ओमपुरी को सुनने के बाद यह तो पूरी तरह से साफ हो चला है कि इन सिने सितारों का समाजी मसलों से कितना सरोकार है. यूं कहें कि न के बराबर… और फ़ौज, जिसके साथ इनके कार्यक्रम होते दिखाए जाते हैं वो न तो फौजी खर्च का पैसा किसी अंबानी से मांगकर लाती है और न ही सुभाष घई या चोपड़ा, कपूरादि से. आम आदमी के पैसे से चलती है सेना. वर्दी का एक एक बटन, बंदूक की एक एक गोली और सैनिक का एक एक पल भारत की पूरी जनता के प्रति जवाबदेह है क्योंकि पूरी जनता का पैसा उसे उस जगह खड़ा करता है. उसे रोटी और पगार देता है. केन्टीन की सब्सिडी देता है. उसके बच्चों को पढ़ाता है. मां-बाप के इलाज का खर्च उठाता है. और इसके बदले में सेना देश के लिए काम करने का, इन 113 करोड़ लोगों के लिए काम करने का वचन देती है.
फौज के कैम्पों में हो रहे इन तमाशों से सेना के जवानों का वक्त किसी टीवी चैनल का शो चमकाने में खर्च होता है. इसके प्रति जवाबदेही किसकी है. इन सिने सितारों का महिमामंडन करने के लिए इन्हें सेना के तय रूटीन में ठूंस दिया जाता है. सुबह की सैर से रात के डिनर तक का शेड्यूल इन लोगों के इर्द-गिर्द तय होता है… क्या यह सेना के अनुशासन को शोभा देता है. क्या इसे सही ठहराया जा सकता है. दीपिका पादुकोण और ऋतिक रोशन कमांडो ट्रेनिंग लेकर अगर कभी किसी दिन सड़क पर ट्रैफिक संभालने भी उतर पड़े तो ट्रैफिक संभलने के बजाय जाम दोगुना हो जाएगा. वैसे, उनके पास ऐसा कुछ भी करने के लिए कतई वक्त नहीं है. सेट पर सैनिकों से किए गए वादों और हंसी-खुशी के संवादों में झूठ के अलावा और कुछ नहीं बसता.
सेना को अगर सिने सितारों को देने के लिए वक्त है तो उससे पहले आइए पंजाब के नौजवानों के बीच, जो नशे में अपनी जवानी खोखली करते जा रहे हैं. जाइए कच्छ के किसी स्कूल में और प्राथमिक विद्यालय के बच्चों को सिखाइए कि भूकंप फिर आए तो क्या करें. चलिए, पुरुलिया या कोसी और बारिश, बाढ़ से निपटने के तरीके सिखाइए. आइए दिल्ली की सड़कों पर और बड़े रसूख वालों को कार पार्किंग के नियम बताइए. चलिए किसी समुद्र तट पर जहाँ आज भी सुनामी के बाद घर अधबने और अधूरे पड़े हैं. चलिए कश्मीर और पत्थर फेंकने को मजबूर हाथों को नर्माहट के साथ थाम लीजिए, उनमें विश्वास पैदा कीजिए. पूर्वोत्तर जाइए और आपकी गोलियों के निशाना बने लोगों की कब्रों पर पश्चाताप और प्रायश्चित के फूल चढ़ाइए, संकल्प लीजिए कि किसी मनोरमा की जांघों में आप वासनाएं, संगीनें और गोलियां नहीं ठूसेंगे क्योंकि ऐसे ही गर्भ से आप खुद पैदा हुए हैं. जाइए उत्तर प्रदेश या बिहार के किसी सरकारी स्कूल में जहां प्रार्थना की पंक्तियों में खड़ा करने के लिए मास्टर बच्चों को गधों की तरह डंडे लेकर हांकते रहते हैं. सिखाइए महानगरों की लड़कियों को कि कैसे कमांडो की तरह वो अपने ऊपर होने वाले हमलों से निपट सकती हैं. ऐसी बेशुमार चीज़ों की, कामों की, ज़रूरतों की लिस्ट लिए बैठा हूं. सेना प्रमुख जी, रक्षा मंत्री जी. यह सूची ले जाइए और इसपर गौर कीजिए.
एक जवाबदेह, अनुशासित, पाबंद, कर्तव्यबद्ध और ज़िम्मेदार सेना के लिए इस तरह का छिछोरापन शोभा नहीं देता. मुझे पता है कि यह महकमा भी भ्रष्टाचार की बगिया है, अंग्रेज़ी हुकूमत की अमिट छापों का संग्रहालय है और भेदभाव का एक नियमबद्ध ठिकाना है. पर इन दागों के साथ साथ यह नंगई… अच्छा नहीं लगता. बस कीजिए.
